Nebraska Cycling Association has
a rough draft of the proposed Bylaws. These are needed to give the NCA guidance but also to give NCA some
credibility.
Nebraska Cycling Association Bylaws (rough draft) Article I. Name
This association shall be known as the Nebraska
Cycling Association. Article
II. Purpose. The purpose of this association is
to: 1. Develop strategies to grow events, race days, licensees, business
partners. 2. Maintain high standards in bicycle race promotion through
promoter clinics and providing promoters with resources and/or consultation for events. 3. Provide a resource to existing and potential race organizers. 4. Provide and promote bicycle safety education and events. 5. Provide awareness of bicycle racing and tour riding in Nebraska through
information and advertising on www.nebraskacycling.org and other
media. Article III.
Membership. Any person that has
been submitted as a member on a USCF and/or NORBA club list, of a club that has
paid association fees, and is in good standing
with the association. Or, an individual that has paid an
individual fee, and is in good standing with
the association. Schedule of
membership fees: · $50 per year for non-USCF or NORBA clubs.
· $5 per individual. (Unattached riders or rider for a club not in the
NCA) Article IV.
Offices. A. The officers of the association
shall be: 1. President 2. Vice-President 3.
Secretary 4. Treasurer 5. USCF Officials Coordinator 6. USCF Permit Coordinator 7. USCF Upgrade Coordinator B. Duties of the offices. 1. President. a) Opens
the association meetings at the appointed time by calling it to order b) Announces the
meeting agenda and order of business. c) Puts to vote all motions that arise during the
meeting. d) Recognizes all member who are entitled during the meeting. e)
Establishes order and decorum during the meeting. f)
Expedites business in every way compatible with the right of the members. g) Declares the
meeting adjourned when a motion has been given at the time prescribed. h) Oversees all
association activities. i) Has check signing rights (approved by Treasurer). j) Responsible for coordinating quarterly meetings to review progress and address
NCA issues. 2. Vice President. a) Serves as president in
president's absence. 3.
Secretary. a) Keeps a record of the proceedings of the
association (minutes). b) Makes the association minutes and records available to the
membership and read the minutes of the previous meeting. c) Maintains the record books,
bylaws and rules and has them at hand at every meeting. d) Sends the members a notice of
each meeting and conduct the general correspondence of the association. e) Maintain the
mailing list (member, club, bicycle shops). f) Develops with the president,
prior to each meeting, the agenda for that meeting. g) In the absence of the
president and vice president, calls the meeting to order and presides. 4. Treasurer. a) Receives and banks
all moneys due the association. b) Keeps bookkeeping records of such funds c)
Pays all bills of the association either by check or by cash accompanied by a receipt. d)
Presents a statement of finances at every meeting. e) Prepares monthly
financial reports and distributes to officers. f) Prepare an annual report at
the end of the year. 5. USCF/NORBA Officials
Coordinator (1-2 persons) &
#160; a) Coordinates official crews for all permitted USCF and NORBA
events.
b) Consults with race promoters on officiating requirements.
c) Conducts annual USCF and NORBA Officials Clinics. 6. USCF/NORBA Permit Coordinator (1-2 persons) &
#160; a) Coordinates submission of race permits for promoters.
0; b) Checks status of pending permits.
0; c) Provides race promoters with all pre and post event paperwork.
7. USCF/NORBA Upgrade Coordinator (1-2 persons) &
#160; a) Assists USCF and NORBA riders with upgrade and downgrade
requests.
b) Upgrades riders in accordance with USCF and NORBA rules. C. Nominations
Individuals who are USCF and/or NORBA
annual license holders are eligible to run for an NCA
Office should submit their nomination by
October 1st. Please include the following with your
nomination request: ·

Affiliation (if applicable) · Brief description of experience.
D.
Elections and terms of officers. 1. Election of the officers
shall be completed at the annual meeting held prior to November 1st. 2. Officers
shall serve from January 1 through December 31. 3. Election of officers shall be by
ballot. 4. The following positions are up for election each calendar year: ·
President · Vice-
President · Treasurer ·
Secretary
5. The USCF/NORBA coordinator positions are
assigned positions by the NCA Officers. E. Vacancies. 1. The president may assume responsibility for the vacated office or may appoint
someone to do so. Article V.
Quorum. A)
A majority of the association officers plus the members present
at any regularly announced and scheduled meeting shall constitute a
quorum. Article VI.
Proxies. A) Written and signed proxies
may be submitted by any member for any item of business at any regularly
announced and scheduled meeting. Article VII.
Amendments. A)
A two-thirds majority vote of the quorum of members present at any
regularly announced and scheduled meeting shall be required for the
adoption of amendments to these Bylaws. Article VIII.
Dissolution. A)
The association may be dissolved upon a two-thirds majority of
the quorum of members present at any regularly announced and scheduled
meeting. Upon dissolution of the association, the officers shall, after
paying of making provisions for payment of all liabilities of debts of the club, divide all remaining funds
equally among all member clubs in good standing. Article VIIII. Compensation. A) Reimbursement of expenses by NCA
Officers must be submitted to the Treasurer, including any applicable receipt or proof of purchase. Article VIV. Derelict of Duties.
If any officer fails to comply with said duties, and or
abuses NCA's trust, the NCA board or panel of officers
can require the officer to step down after due process has been
served. |
