Due to the hard work and dedication of NORBA promoters and clubs in 2004, NORBA saw an increase in both annual licensed members and NORBA sanctioned events.

Last year USA Cycling announced a new program that would distribute to NORBA promoters/clubs $5 from every full price primary NORBA adult annual racing license sold to members living in their state during the 2004 calendar year. The $5 per license goes into an incentive account for each state that is then allocated based on the number of rider race days per promoter/club compared to total rider race days in their respective state.
The number of rider races days per event is only included in the calculation for promoters/clubs who fully met the 2004 NORBA Promoter/Club Incentive Program requirements. Promoters/Clubs who did not fully meet these requirements were not included in the distribution process and will not receive any of the funds, however, this did not negatively impact the amount of incentive distribution in total.

As stated in the beginning of 2004, the requirements for this program are:

• USA Cycling must receive from the NORBA promoters/clubs a complete post event materials and race results within 21 business days following the close of their event. It is the responsibility of the NORBA promoter/club to make sure the materials and results are actually received (not postmarked) by USA Cycling within those 21 days.
• Complete post events include the following
o NORBA Official's Report
o NORBA Post Event Report
o Reports of Occurrence if applicable
o Annual License Applications and payments
o Insurance surcharge payments
o Race results within the National Results and Rankings format.

USA Cycling would like to congratulate all promoters/clubs who successfully met all post event requirements. Distributions will be to the NORBA registered promoter/club listed as the event organizer on the attached file. If you believe the attached file is incorrect as to a promoter/club, you must contact your NORBA Regional Manager at USA Cycling no later than 5 pm, MST, on February 16, 2005, to resolve any discrepancy; otherwise, the attached file will be relied upon by USA Cycling in making the distributions and a promoter/club will bound by the final allocations made by USA Cycling.

Promoters/clubs, please verify name and address in file for accuracy and either mail or fax a completed and signed W-9 to the address or fax number listed below. W-9 forms can be found at this website address: http://www.irs.gov/pub/irs- pdf/fw9.pdf
