PURPOSE

The goal of the Nebraska Cycling Association’s “Rider of the Year (ROY)” program is to provide an annual ranking system that will allow riders of all abilities to measure their performances and to monitor their progress.

This guideline is intended to allow promoters adequate flexibility to operate within the constraints of their event. The NCA shall determine if an event complies with the intent of the guidelines and the event is granted ROY status.

EVENTS

The NCA strives to select 6 to 8 races as ROY events.

The races shall be spread over the normal road racing season.

These events shall have a history of attracting the best competition from the state and region.

ROY events should not conflict with national championships or other major events in the region.

ROY events will not be selected with the goal of increasing participation in events that were poorly attended in previous years.

It is desired that there be an equal number of road races, criteriums and individual time trials.

Races will be identified and published on the NCA website no later than March 1st of each year.

Races cannot be added or changed mid-season.

If a race is cancelled another race may not be used to replace the cancelled race.

The race promoter must agree to run the event under the following guidelines: Race format, length, categories, field sizes, etc. must be determined and communicated to the NCA by February 1st.

Once accepted as a ROY event the format cannot change or ROY status will be forfeited.

Race length is recommended to be at least equal to the minimum distances set forth by the USCF for state championships.

Criteriums shall be more than 45 minutes in length except for Women 4 and Junior fields which shall be greater than 30 minutes in length.

Each of the categories will ride separately; there shall be no mixing of fields. Exceptions to this rule can occur for road races with prior approval from the NCA.

If the course is of adequate length multiple categories may be on the course at the same time but are not allowed to mix fields.

The promoter must be capable of providing photo finish and/or an adequate number of officials to provide results for all finishers. Placing of all riders is required.

The promoter must have an adequate number of officials to staff the race. This could mean up to 5 officials.

Races selected as ROY events will have the following categories.

Masters 35+ (Open)

Masters 45+ (Cat. 3/4/5)

Masters 55+ (Cat. 3/4/5)

Juniors (16-18) Men & Women

Juniors (13-15) Men & Women

Women 1/2/3

Women (Cat. 4)

Pro Men 1 & 2

Senior Men Cat. 3

Senior Men Cat. 4

Senior Men Cat. 5

SERIES AWARDS

First, second, and third place awards will be given at an NCA sponsored event to the rider with the

highest point total in each category.

First place finishers in each ROY category will receive FREE entry to ALL ROY events for the following year. Riders that choose to upgrade can use their entry fee privilege. Riders may not use their entry privilege for lateral categories (e.g. Cat. 3 ROY winners cannot use the paid entry fee for a Masters 35+ event)

The ROY is considered a series competition and all USCF rules shall apply.

If a tie occurs, the USCF rules for determining the winner will apply.

Placing within the ROY competition is based on the highest to lowest point totals.

Points from all ROY events will be included in a riders point total. If a rider does not compete in

an event they are awarded zero points for that event.

Points may not be transferred laterally (i.e. from Masters to Cat 3).

A rider who is upgrading will have 50% of their points transferred to the higher category.

Stage races shall have ROY points awarded based on GC.

Stage race points shall be awarded the same as all other ROY events.
